A cheaper way to deal with snow emergencies?

A reader sent me this email:

Kevin -

Just read on universalhub that Adam got a robo-call from the city telling him the schools were closed. However, walking home from a neighbor's house there was a loudspeaker truck driving down comm ave telling people there was a snow emergency and get their cars off the road. Seems like a giant waste of OT money to me - why not just have people who park on the street to sign up for a robo call declaring the snow emergency and either let the loudspeaker person stay home or go drive a plow (they drove right by my window and I couldn't hear what they were saying anyway - complete waste of resources).
